Details : Group Captain Narinder Pal Singh Dalmi (16872) Accounts, was commissioned on 04 Jun 82 and presently serving as the Command Accountant Officer at HQ WAC. He has held important field and staff appointments in his service career where due to his professionalism he has made substantial contribution to enhance the quality of financial and inventory management of Indian Air Force. At AF Station Ambala, he had provided excellent administrative support to the 200 strong IAF contingent proceeding to Alaska for exercise 'Cope Thunder'. He meticulously processed all sanctions and ensured provisioning of stores of very high quality. Though Ambala was devoid of any Forex facility. he due to his personal and untiring effort was able to provide foreign exchange facility at the door step whereby saving precious man hours and to avoid any inconvenience to the personnel. As Command Accountant Officer, he constantly monitored the Public Fund management in the stations and utilized his excellent knowledge, wide experience and vision to ensure that no Financial Irregularity occurred during the last three years. He also prepared and processed flawless Statements of Case for a large number of projects which resulted in clearance of all proposals by the IFA and CFA in a record time. His financial analytical ability and prudent application led to optimum utilisation of the funds under the various Locally Controlled Heads. During the year 2009-10 there had been extensive movement of Flying Squadrons to alternate bases due to runway resurfacing. Frequent move of squadrons for long durations required dynamic provisioning / planning of funds and ensuring its best utilisation without compromising on resources. Further, Avantipur and Srinagar are regularly facing disruptions in civic facilities due to terrorist activities, riots and bandhs leading to closure of banks for long durations. To obviate the serious issue affecting the morale of the personnel, he evolved an innovative procedure for systematic withdrawal of cash from banks in other cities and ensured availability of cash for disbursement of pay and allowances and other station commitments. His constant monitoring of expenditure and rendering timely and appropriate advice to the field units ensured excellent support services in the best interest of the service. During the last two Air Force Day Parades, the officers' involvement in meticulous planning, budgeting and execution has been the major contributing factor for the successful culmination of the mega event. Further, as PMC of the Officers Mess he improved and upgraded the facilities for the members and transiting officers. With the result a sea change was visible in standard of rooms and house keeping for an unusually large number of officers in transit. Given the task of improving the Unit Run Canteen facilities, he took the challenge and was instrumental in bringing about total transformation in the working / functional environment of the canteen. Through efficient indent management and constant new introductions, the canteen provides excellent customer satisfaction. He is always focused on macro issues with a clear vision for achieving the desired objectives. He is always willing to contribute in any field of administrative activities. He also reviewed the utilisation of Non Public / Welfare Funds for optimum utilization and ensured essential welfare facilities were available in all Stations under WAC. The sincere efforts resulted in improvement of quality of life and morale of the Air Warriors. For distinguished service of high order Hon'ble President is pleased to award 'Vishisht Seva Medal' to Group Captain Narinder Pal Singh Dalmi.
