Your Excellency President Francois Hollande, Distinguished members of the delegations of India and France,

Distinguished Guests,

Ladies and Gentlemen,

President Hollande, I am delighted to welcome you and the esteemed members of your delegation to India on this very special occasion, which is historic in many ways. Tomorrow, when you preside as the Chief Guest of India’s 67th Republic Day celebrations, France will make history as the only country to have been accorded this honour a fifth time. When your distinguished French Infantry troops march in step with Indian troops in the parade tomorrow, they will make history yet again by being the first-ever foreign contingent to do so. I recall with great pleasure, my meeting with you here, three years ago, and feel privileged to welcome you back in India once again – this time as the Chief Guest of our Republic Day celebration.

For me, this is not just history in the making – it is a testimony to the enduring bonds between our two civilisations and our two people; it is a tribute to our long-standing and strategic partnerships. It is emblematic of our two national mottos: “Liberty, Equality, Fraternity” and “Satyameva Jayate”, coming together, with the power to inspire the world to achieve the universal ideals of peace and justice.

Excellency, Ladies and Gentlemen,

The friendship between India and France is driven by a remarkable similarity in the ideals and aspirations of our people. Our civilizations have interacted with each other over the centuries, united by a shared vision of the world we want to live in - a world that is premised on individual liberty, freedom and equality; a world that respects pluralism and democracy; a world that seeks tolerance and peaceful co-existence. The deep bonds of our time-tested friendship are only set to strengthen in the years ahead, anchored as they are in this rich, unshakeable foundation.

Today, France is India’s leading partner in strategic sectors like defence, space and civil-nuclear cooperation. While our partnership in defence is several decades old; I am happy that our ties are being further strengthened with the robust participation of French private enterprises in ‘Make in India’ initiative through joint ventures in defence production and manufacturing.

Our rich cooperation in the space sector is now five decades old and is increasingly contributing to the world’s understanding of our planetary resources, our ability to fight climate change and fathom the unexplored mysteries of space. France is also a key partner in our quest for harnessing nuclear energy to provide reliable and affordable energy for all.

While our cooperation in science and research, education, culture and health is growing, I am glad that the Government of France and the captains of French industry are actively partnering India in our ambitious developmental initiatives, infrastructure, smart cities, clean energy, railways and skill development.

Excellency, I am glad that you started your visit to India in Chandigarh, a city that is a monument to the genius of Le Corbusier. The unveiling yesterday of the historic findings of an Indo-French archaeological team dating back to 2.6 million years and the proposed Indo-French partnership in Mars exploration, juxtapose the incredible breadth of our partnership - from jointly plumbing the depths of history to joining hands to explore the stars and the skies.

Mr. President, Chandigarh is also the capital of Punjab and Haryana, a region from where more than a century ago, thousands of Indian soldiers fought France’s battle during the First World War and close to ten thousand of them today lie buried in scattered cemeteries in France, having made the supreme sacrifice for the freedom of France.

As we did then, so must our two countries fight resolutely now for freedom from the forces of intolerance, extremism and terrorism. The dastardly terror attacks in Paris and Pathankot have underlined the urgency for countries like ours to combat this existential threat to humanity and human civilisation.

We also need to combat the shared challenge of climate change. Excellency, we laud your leadership and commitment in forging the Paris Agreement on climate change which paves the way for our collective endeavour to safeguard our planet for future generations. We must now ensure that the world walks the path of sustainable development through sustainable lifestyles.

Excellency, we have begun the New Year with fresh hopes and dreams and a resolve to jointly overcome the challenges facing us. We live in difficult times characterized by violence, fundamentalism and inequality. But we also live in times of brilliant innovation, of great creativity, of unparalleled global interaction. I am confident that your visit heralds new beginnings in scaling new heights in our bilateral relationship and in our common quest for peace, stability and prosperity for all.

With these words, ladies and gentleman, may I raise a toast to the friendship that has always existed between the peoples of India and France and to ever closer cooperation between our two countries.

I invite you to please join me in raising a toast:

Terrorist attacks on India and France are an attack on the fundamental values of liberty, freedom and universal brotherhood, says President Mukherjee

The President of India, Shri Pranab Mukherjee received His Excellency Mr. Francois Hollande, the President of the French Republic and Chief Guest of the Republic Day at Rashtrapati Bhavan yesterday (January 25, 2016). He also hosted a banquet in his honour.

Welcoming the French President, President Mukherjee congratulated him on the successful CoP-21 in Paris. The President said the growing strength of India-France strategic partnership in defence, space, civil nuclear energy and security demonstrates high mutual trust and understanding between the two countries.

The President appreciated the French President for his leadership and resolute action in the wake of the dastardly terror attacks in Paris in November last year. He said the French President’s response reflected the spirit and determination of the people of France to not let the terrorists succeed. India appreciates the support and solidarity expressed by France for India in the wake of the attacks in Pathankot. Whether in Paris or Pathankot, terrorist attacks on democracies such as India and France are an attack against fundamental values of liberty, freedom and universal brotherhood. Terrorism is a global threat and it poses a threat to all nations. No cause can justify terrorist acts. It is imperative that the world act in unison against terrorism, without political considerations.

COAS Felicitates National Bravery Awardees
General Dalbir Singh, COAS, felicitated the National Bravery Awardees for year 2015 at South Block today. The awardees included 25 children (3 girls and 22 boys including 2 posthumously) from across the country. Interacting with the children, the Army Chief exhorted them to continue doing well in life, work hard and be a role model for others. Many of the children expressed their desire to join Army as Officers. The children were proud and happy to have got this opportunity of meeting the Army Chief and later participate in the Republic Day Parade.

The National Bravery Award Scheme was initiated by the Indian Council of Child Welfare(ICCW) to give due recognition to the children who distinguish themselves by performing outstanding deeds of bravery and meritorious service and to inspire other children to emulate their example.

The President of India Confers Vayu Sena Medal (Gallantry) to Wing Commander Rajiv Dobhal

Wing Commander Rajiv Dobhal Flying (Pilot) is commanding a front line Mi-17 V5 Unit since 12 May 14.

            On 25 Apr 15, the Unit was tasked to participate in OP Maitri in Nepal.  Within a few hours, Wing Commander R Dobhal got airborne and positioned at Gorakhpur in difficult weather conditions.  He thereafter proceeded to Kathmandu at first light and as the officer in charge of operations; he immediately took up the challenge and assisted the IAF Task Force Commander in formulating operating procedures.  Thus, within hours of induction on foreign soil, IAF helicopters were able to commence relief operations.  In the following three weeks, he flew 176 sorties, undertaking several demanding missions and rescuing numerous survivors.  The most noteworthy was the rescue of 95 stranded Indian mountaineers from Lukla – one of the most dangerous airfields in the world.

            On 05 May 15, the IAF contingent was tasked for an urgent evacuation of a Spanish rescue team from Langthang village at an altitude of 12,5000 feet.  Due to the criticality of the mission, the Spanish Ambassador and Defence Attaché personally briefed the pilots and stressed the fact that their team was ill equipped to survive the night.  Mindful of the high risk involved and the team’s survival,                                  Wing Commander Dobhal got airborne after carrying out meticulous mission planning.  On landing at Langthang, he found that the rescue team had moved away. The situation started becoming critical due to onset of a hailstorm and deteriorating light conditions.  After thoroughly assessing the risk involved, he decided to search for the team.  With the weather close at heels, he flew along the valley bottom and finally spotted the team 10 km away.  Displaying utmost professionalism, he skillfully maneuvered his helicopter to land on a restricted field and rescued the Spanish team. As the helicopter exited he valley, the entire area was engulfed by hailstorm.  Thus, in the face of adverse conditions, he gallantly executed an extremely demanding mission and earned accolades for IAF from the international community.

Shri Ananth Kumar gives away National Award for Technology Innovation in Petrochemicals and Downstream Plastics Processing Industry

            The Union Minister of Chemicals and Fertilizers, Shri Ananth Kumar today presented the Sixth National Awards for Technology in Innovation in Petrochemicals and downstream Plastics Processing Industry in New Delhi.  The Minister of State for Chemicals and Fertilizers, Shri HansrajGangaramAhir was also present in the function. 

            Complementing the awardees, Shri Ananth Kumar said that there is so much talent in the country in the sector, and there is need to harness, map and support them so that there are more innovations, and Research and Development activities. He said that considering the huge requirement of skilled manpower in the petrochemical sector, the Government has decided to set up 100 CIPETs (Central Institutes for Plastic Engineering and Technology). He said that the country needs more value addition of the refinery output so that the polymer industry grows up fast, and creates new products and does import substitution. The Minister stressed on the need of launching awareness campaign about the benefits and range of polymer products, and also of recycling and reusing them. He said that the Government will provide the full support to the petrochemical industry. In this regard, he added, that a lot of work has been done on reverse SEZs with a few countries.

The Government of India had announced the National policy on Petrochemicals in April, 2007,  with the objective of developing value added, quality Petrochemical products at globally competitive prices.  To achieve these objectives, an award scheme was set up to incentivize meritorious innovation and inventions in the field of Polymeric materials, products, processes and other areas of national and social importance.  The awards are given for outstanding contribution to R&D, leading to less energy consumption, better plastic waste management, increase in product life cycle, development of innovative new products, quality standards, recycling and other emerging areas. 

            Central Institute of Plastics Engineering and Technology (CIPET), an autonomous organization under Department of Chemicals and Petrochemicals, implements the scheme of the national awards.  For the sixth national awards, 264 nominations were received, 17 of which have been selected as winners and 14 as runners up for 2015-16.  The list of the awardees is enclosed.

Union Minister of Human Resource Development Launches Veer Gaatha Series of Books on Param Veer Chakra Awardees
The Union Minister of Human Resource Development Smt.Smriti Zubin Irani launched ‘Veer Gaatha’ a series of books on Param Veer Chakra awardees in New Delhi today. The Union Minister felicitated and expressed her gratitude to the families of Param Veer Chakra awardees for the sacrifices made by them for the country. She also appreciated the effort made by National Book Trust who materialised this initiative in collaboration with Indian army and Ministry of Defence.

She called upon Chief of Army Staff, General Dalbir Singh Suhag to suggest a mechanism under which members of ex-servicemen league may offer their services in disseminating the message of Veer Gaatha Series of books while sharing their real life experiences, which may inspire them to understand spirit of courage and sacrifices made for nation building by our soldiers. The Ministry is also planning an initiative under which services of former servicemen would be utilised in schools for providing physical training and also creating awareness about sacrifices made by security forces for the nation.

The Union Minister made a fervent appeal to NCERT and CBSE to make these books under ‘Veer Gaatha’ series available as additional reading material in schools across the country. She asked children to read stories of these real life heroes so that this initiative becomes meaningful. She said that she will appeal to all State education ministers and respective departments to make these books available in state educational institutions, colleges and schools. She mooted an idea to document the contributions of personalities from all walks of life who contributed immensely towards nation building.

The Chief of Army Staff, General Dalbir Singh Suhag expressed his thanks and complimented the Union Minister Smt Smriti Zubin Irani for realising this innovative idea. He also acknowledged efforts made by National Book Trust and Ministry of HRD to document and disseminate these inspiring stories of the real life heroes of post independent India. He also made a mention of ‘Seema Darshan’, an ongoing initiative of Ministry of HRD under which students across the States visited and interacted with jawans at the border areas of the country. He expressed hope that such initiatives will help in imbibing spirit of patriotism, dedication and commitment toward our country among children.

The five books in the series of 21 Param Veer Chakra Awardees were released on the occasion illustrating the saga of bravery of Param Veer Chakra awardees including Major Somnath Sharma (1947 war), Major Shaitan Singh (1962 war), CQMH Abdul Hamid (1965 war), Second Lieutenant Arun Khetarpal (1971 war) and Captain Manoj Kumar Pandey (1999 Kargil war). All the five scripts have been prepared by Gaurav Sawant and illustrated by Fajruddin, Dheeraj Bhatia, Animesh Debnath, Nipen Bhuyan and Samudra Kajal Saikia. The Minister added that apart from the stories of all 21 Paramveer Chakara awardees, books on Netaji Subhas Chandra Bose, Swami Vivekananda, Lt Gen JFR Jacob, Sam Manekshaw, Kanak Lata, Rani Gaidinliu should be brought out.

Families of Param Veer Chakra Awardees, senior officers of Ministry of HRD, Defence establishments and NBT, and school children from Kendriya Vidyalaya were present on the occasion.

Text of the PM's address at the foundation stone laying ceremony of IIIT Guwahati

मंच पर विराजमान सभी वरिष्‍ठ महानुभाव, नौजवान साथियों, और इस समय online नॉर्थ ईस्‍ट के कई विद्यार्थी भी इस समारोह में शरीक हैं। मैं उन सबका भी स्‍वागत करता हूं।

सब से पहले मैं आपसे क्षमा चाहता हूँ क्योंकि मुझे आने में बहुत विलंब हुआ, क्‍योंकि आज सुबह सिक्किम से मुझे चलना था। लेकिन weather साथ नहीं दे रहा था। बार बार समय बदलना पड़ रहा था। लेकिन आखिकार पहुंच ही गया। कभी-कभी देर होती है, लेकिन पहुंचता हूं। आज यहां दो महत्‍वपूर्ण कार्यक्रम हैं। एक तो IIIT का, नये भवन का शिलान्‍यास और दूसरा ICT Academy की शुरूआत। हम सुनते आए हैं कि 21वीं सदी हिन्‍दुस्‍तान की सदी है, लेकिन 21वीं सदी हिन्‍दुस्‍तान की सदी है इसका कारण क्‍या है। तो पूरा विश्‍व ये मानता है कि 21वीं सदी ये ज्ञान की सदी है। information की सदी है और इसलिए information , knowledge के क्षेत्र में जो अगुवाई करेगा वो दुनिया की अगुवाई करेगा। वो लीडरशिप करेगा और दूसरा महत्‍वपूर्ण कारण है आज भारत विश्‍व का सबसे युवा देश है। 65 प्रतिशत जनसख्‍ंया इस देश में 35 साल से कम उम्र की है, कई तो 35 से भी नीचे है। जिस देश मे सदियों से यह परंपरा रही है कि जब-जब मानव जाति नाजुक दौर से गुजरी है हमेशा हमेशा भारत ने नेतृत्‍व किया है और 21वीं सदी में demographic dividend ये हमारी ताकत है इतनी बड़ी संख्‍या में जिस देश के पास नौजवान हों उसके सपने भी नौजवान होते हैं और जवान सपनों में समर्पण का भाव भी होता है, ऊर्जा भी होती है। भारत इस परिस्थिति का फायदा कैसे उठाए, इस अवसर को भारत किस प्रकार से दुनिया के विश्‍व के पटल पर एक शक्ति के रूप में उभर सकें। ये अवसर भी है, चुनौती भी है और जिंदगी बिना चुनौतियों के कभी सफल नहीं होती है। जो चुनौतियों को पार करता है वो ही अवसर को पाता है और वही अवसर को सिद्धि में परिवर्तित कर सकता है। आज पूरे विश्‍व में जितने भी मानको पर चर्चा होती है चाहे वर्ल्‍ड बैंक का रिपोर्ट देख लीजिए। IMF का रिपोर्ट देख लीजिए। credit rating agency, global level की कुछ कहें, एक बात साफ साफ उभर करके आती है और सर्व दूर से एक ही प्रकार से आती है और वो ये कि आज बड़े देशों की सबसे तेज गति से आगे बढ़ने वाली कोई economy है। वो economy का नाम है हिन्‍दुस्‍तान।

आए दिन खबरें आती है कि दुनिया में ये हो रहा है। वो हो रहा है। पूरे विश्‍व में आर्थिक मंदी का माहौल है। विश्‍व आर्थिक संकट में घिरा हुआ है। ऐसे संकट के काल में एक अकेला हिन्‍दुस्‍तान अपने पैरों पर स्थिर खड़ा है और तेज गति से आगे भी बढ़ रहा है और ये भी विश्‍व मानता है कि आने वाले दिनों में भारत इससे भी अधिक गति से आगे बढ़ने वाला है। ये जो अवसर आया है। इस अवसर का फायदा अगर उठाना है। तो हमें हमारी युवा शक्ति पर ध्‍यान केन्द्रित करना होगा और इसलिए सरकार ने जिन बातों पर ध्‍यान दिया है वे बिखरी हुई चीजें नहीं हैं। सरकार में हैं कुछ करना पड़ता है चलो कुछ करते रहें ऐसा भी नहीं हैं। एक के बाद एक कदम एक दूसरे के साथ जुड़े हुए हैं, interlinked हैं। एक के बाद एक कदम अंतिम परिणाम को प्राप्‍त करने का अवसर है। पहली बार इस देश में skill development एक अलग department बनाया गया। पहले क्‍या था। हर department अपने-अपने तरीके से skill department का काम करता था। लेकिन जब इतने बड़े department के एक कोने में skill department चलता है तो उसमें focus नहीं रहता था। चीजें चलती थी, कागज पर सब दिखता था। लेकिन धरती पर नजर नहीं आता था। हमने अलग skill department बनाया और पूरे देश में 21वीं सदी के अनुकूल किस प्रकार का मैन पावर तैयार करना चाहिए, किस प्रकार का Human resource development करना चाहिए और न सिर्फ हिन्‍दुस्‍तान वैश्विक संदर्भ में global perspective में आप कल्‍पना कर सकते हैं जब दुनिया पूरी बूढ़ी हो, दुनिया के पास पैसे हों। उद्योग कारखाने लगे हुए हों। लेकिन चलाने के लिए नौजवान न हो तो क्‍या होगा। पूरी विश्‍व को 2030 के बाद बहुत बड़ी मात्रा में human resource की आवश्‍यकता पड़ने वाली है। globally man power पहुंचाने का काम अगर कोई कर सकता है तो हिन्‍दुस्‍तान कर सकता है। दूनिया के हर कोने में भारत का नौजवान जा करके उस देश के जीवन में बहुत बड़ा योगदान कर सकता है। वो दिन दूर नहीं है। जब पूरे global requirement को अगर ध्‍यान में रखें तो आज से हमारा प्रयास है कि हिन्‍दुस्‍तान में वो Human resource development हो वो man power तैयार हो जो आने वाले दिनों में global requirement को पूरी कर पाएं।

दूसरी तरफ भारत सिर्फ सेवादार बना रहे क्‍या ? ये बात हमें मंजूर नहीं है और इसलिए हमारे देश में Make in India का अभियान चलाया है। आज देश पेट्रोलियम पैदावार के बाद सबसे ज्‍यादा इम्‍पोर्ट जो पहली तीन चार चीजें हैं देश में जिसमे हमारी सबसे ज्‍यादा धन हमारे विदेश में जाता है। उसमें एक है electronic goods का import। चाहे लैपटॉप हो, चाहे मोबाइल फोन हो, चाहे electronic medical devices हो। अब जिस देश में ऐसी बढि़या IIT हो जिस गुवाहाटी के IT के, जो गुवाहाटी यहाँ के IIT के कारण पहचाना जाता है। यहां के IIT ने गुवाहाटी को एक नई पहचान दी है। लेकिन उस देश में electronic goods भी हमें इम्‍पोर्ट करना पड़े । ये अच्‍छी बात है क्‍या। Thermometer भी बाहर से लाना है। बीपी कम हुआ ठीक हुआ नहीं ठीक हुआ वो भी foreign का instrument तय करेगा क्‍या।

दोस्‍तों ये चीजे बदलनी है। मैं आज आपके बीच आया हूं चुनौती को ले करके, कम से कम electronic goods ये तो हम बना सकते हैं ऐसा नहीं हम दुनिया को दे सकते हैं। इस देश के पास टेलेंट की कमी नहीं है, इरादों की भी कमी नहीं है। हर नौजवान के पास कुछ न कुछ करने का इरादा है तो क्‍यों न हम हमारे देश की इस requirement को ध्यान में रखते हुए मेक इन इंडिया की बात को आगे बढ़ाएं। और दुनिया ने भारत के लोगों का लोहा माना है। आज सिलिकॉन मेले में जाइए। Address तो यूएसए का है। लेकिन चेहरा हिन्‍दुस्‍तानी है। हर तीसरी चौथी कंपनी का सीईओ हिन्‍दुस्‍तानी है। 50 परसेंट 60 परसेंट काम करने वाले नौजवान हिन्‍दुस्‍तानी है। इस देश के पास टेलेंट भी है।

भारत ने Mars Mission किया। ऑरबिट में हम पहुंचे। दूनिया में हम पहले देश हैं जो Mars Orbit Mission में पहले ही ट्रायल में सफल हो गये। दुनिया के और देशों में सफलता 20-20-25 बार ट्रायल करने पर मिली। भारत को पहली बार मिल गई। और खर्चा कितना आप गुवाहाटी में एक किलोमीटर ऑटो रिक्‍शा में जाए तो दस रुपया लगता होगा। हम मार्स मिशन में सिर्फ सात रुपए किलोमीटर पर गए। हॉलीवुड की फिल्‍म का जो खर्चा होता है उससे कम खर्चें में हम मार्स मिशन पर पहुंचे। ये कैसे संभव हुआ। हमारे नौजवानों के talent के कारण, तजुर्बे के कारण। कुछ कर गुजरने के इरादे के कारण। जिस देश के पास ये सामर्थ्‍य हो तो वो देश का प्रधानमंत्री make in India का सपना क्‍यों न देखे। हमारा दूसरा क्षेत्र है Defence. क्‍या भारत अपनी सुरक्षा के लिए आजादी के 70 साल के बाद भी औरों पर dependent रहे। अश्रु गैस है न अश्रु गैस, रोने के लिए भी tear gas, वो भी बाहर से लाना पड़ता है। ये स्‍थिति अब बदलनी है दोस्‍तों। हम हमारी रक्षा के लिए जो आवश्‍यकताएं हैं वो तो हम बनाएं। इतना ही नहीं दुनिया को हम supply भी करे, ये ताकत हमारी होनी चाहिए।

हम मोबाइल के बिना जी नहीं सकते और आप में से कई लोग है, मेरे से जुड़े हुए हैं, फेसबुक पर, ट्वीटर पर। कुछ लोग मेरी Narendra Modi app पर भी कुछ न कुछ लिखते रहते हैं गुवाहाटी से। लेकिन मोबाइल फोन बाहर से लाना पड़ता है और इसलिए दोस्‍तों हमारे जो IITs है। हमारी IIIT है। हमारी technical institutions है। वहां make in India का मुझे माहौल create करना है। अभी से विद्यार्थी के मन में विचार होना चाहिए कि मैं शस्‍त्रार्थों की दुनिया में भारत को ये अमानत दूंगा ताकि दुनिया हमें कुछ न कर पाए।

हम ICT के क्षेत्र में जा रहे हैं। ICT हम व्‍यापार-धंधे के लिए नए-नए सॉफ्टवेयर बनाने की ताकत create कर रहे हैं, लेकिन दुनिया के सामने सबसे बड़ी चुनौती है और सारी दुनिया के सामने है। वो चुनौती है, cyber security की। हर कोई परेशान है, कहीं कोई हाई-जैक तो नहीं कर लेगा। मेरी पूरी फाइल चली तो नहीं जाएगी। मैं research कर रहा हूं, कोई उठा तो नहीं ले जाएगा। दुनिया को कोई ठप्‍प तो नहीं कर देगा। हवाई जहाज उड़ता होगा और cyber attack करके उसको वही रोक दिया जा सकता है और फिर वो नीचे ही आएगा। ये संकट है, दुनिया डरी हुई है। technology ने जहां-जहां पर हमको पहुंचाया है तो उसके साथ हमारे सामने चुनौतियां भी आई हैं। क्‍या हमारे विद्यार्थी, हमारे नौजवान विश्‍व को cyber security देने के लिए नेतृत्‍व नहीं कर सकते क्‍या? अगर दुनिया में किसी को भी cyber security की जरूरत होगी, भारत के नौजवान पर उसको भरोसा करना पड़ेगा, तब जाकर के उसका काम होगा। ये नहीं कर सकते क्‍या?

और इसलिए दोस्‍तों skill development से लेकर के make in India. दो दिन पहले आप में से कई लोग शायद मेरे साथ वीडियो कॉंफ्रेंस में जुड़े हुए होंगे। जब मैं दो दिन पहले दिल्‍ली में ‘स्‍टार्ट-अप’ का आरंभ किया। जब मैं पहले ‘स्‍टार्ट-अप’ कह रहा था तो कुछ लोगों को तो पता ही नही पड़ता, क्‍या कह रहा है ये। ‘स्‍टार्ट-अप इंडिया, स्‍टैंड-अप इंडिया’. जब लालकिले से हमने कहा तो ऐसे ही आकर के चला गया विषय। पता ही नहीं चला, कहीं रजिस्‍टर्ड ही नहीं हुआ। लेकिन अभी जब ‘स्‍टार्ट-अप’ का कार्यक्रम हुआ, लाखों नौजवानों ने रजिस्‍ट्रेशन कराया। एक नया mood बना है, देश में। नौजवान सोच रहा है मैं रोजगार के लिए apply नहीं करूंगा, मैं अपने पैरों पर नई चीज खोजकर के दुनिया के बाजार में ले आऊंगा, नए तरीके से ले आऊंगा।

‘स्‍टार्ट-अप’ का एक माहौल बना है। वर्तमान में जो नई पीढ़ी है वो job-seeker नहीं बनना चाहती है, वो job-creator बनना चाहती है और सरकार ‘स्‍टार्ट-अप इंडिया, स्‍टैंड-अप इंडिया’ के भरोसे उसे बल देना चाहती है और इसलिए अभी आपने देखा होगा, हमने कई नई योजनाएं घोषित की है, नए initiative लिए हैं क्‍योंकि भारत दुनिया का ‘स्‍टार्ट-अप’ का capital बन सकता है जिस देश के पास इतनी talent हो, वो दुनिया का capital बन सकता है और मैंने ये देखा, आपने भी शायद टीवी पर इन चीजों को ध्‍यान से देखा होगा, नहीं देखा होगा तो इंटरनेट पर सारी चीजें इन दिनों available है। 22-25-27-30 साल के नौजवान अरबों-खरबों रुपयों का व्‍यापार करने लगे हैं और दो-तीन साल में करने लगे हैं और पांच हजार- दस हजार- 25 हजार लोगों को रोजगार दे रहे हैं just अपना दिमाग और technology का उपयोग करते हुए।

और जमाना App का है, हर चीज का App बनता है और दुनिया जुड़ जाती है। मैं भी अब जुड़ गया लेकिन हमारे नौजवानों की जो बुद्धिमत्‍ता है वो कुछ कर गुजरने की बुद्धिमत्‍ता है और इसलिए skill development से लेकर के ‘स्‍टार्ट-अप’ तक की यात्रा Make in India. पहले Make for India और बाद में Make for Global, ये requirement को पूरा करने के लिए हम आगे बढ़ना चाहते हैं और उसमें technical force एक बहुत बड़ी आवश्‍यकता है। हर हाथ में हुनर होना चाहिए। कभी-कभी हम लोग रोते बैठते हैं। हमारे देश में कुछ ये भी आदत है। समस्‍याएं होती है। हर किसी के नसीब में मक्‍खन पर लकीर करने का सौभाग्‍य नहीं होता है। पत्‍थर पर लकीर करने की ताकत होनी चाहिए और अगर हम अपने आप को युवा कहते हैं तो उसकी पहली शर्त यह होती है कि वो मक्‍खन पर लकीर करने के रास्‍ते न ढूंढे, वो पत्‍थर पर लकीर करने की ताकत के लिए सोचे। अगर यही इरादे लेकर के हम चलते हैं तो हम अपनी तो जिन्‍दगी बनाते हैं लेकिन कइयों की जिन्‍दगी में बदलाव लाने के लिए कारण भी बनते हैं।

तो भारत में हमारी जितनी भी academic institutions है, technical institutions है, हमारी Universities है। चाहे हमारी आईआईटी हो या हमारी आईटीआई हो, छोटी से छोटी technical इकाई से लेकर के, top most technical venture, इन दोनों के अंदर एकसूत्रता होनी चाहिए और हम देश की आवश्‍यकताओं की पूर्ति करने के लिए सामर्थ्‍यवान बने। समस्‍याएं अपने आप उसका रास्‍ता भी खोजकर के आती है। कोई समस्‍या ऐसी नहीं होती जिसकी कोख में समाधान भी पलता न हो। सिर्फ पहचानने वाला चाहिए। हर समस्‍या की कोख में समाधान भी पलता है, उस समाधान को पकड़ने वाला चाहिए, समस्‍या का समाधान निकल आता है।

पिछले दिनों राष्‍ट्रपति भवन में स्‍कूल के कुछ बच्‍चों को बुलाया गया था। हमारे राष्‍ट्रपति जी ऐसे लोगों को काफी encourage करने के अनेक कार्यक्रम करते रहते हैं। तो उन्‍होंने कहा, मोदी जी एक बार आइए, जरा देखिए। आठवीं, नौवीं, दसवीं कक्षा के बच्‍चे थे और मैंने देखा कि ‘स्‍वच्‍छ भारत’ के विषय में technology क्‍या role कर सकती है, कौन-सी innovative equipment create किया जा सकता है जो स्‍वच्‍छ भारत के लिए next requirement जो process है उसको पूरा कर सके। आठवीं-नौवी कक्षा के बच्‍चों ने ऐसी-ऐसी चीजें बनाई थी, मैं हैरान था। इसका मतलब यह हुआ कि हर समस्‍या का समाधान करने के लिए हमारे पास सामर्थ्‍य होता है।

अगर इंडिया के पास million problem है तो हिन्‍दुस्‍तान के पास billion brain भी है और इसलिए दोस्‍तों नया भवन तो मिलेगा। हिन्‍दुस्‍तान के पूर्वी छोर में ये ज्ञान का सूरज ऐसा तेज होकर के निकले कि पूरे हिन्‍दुस्‍तान को ज्ञान से प्रकाशित कर दे, ये मेरी आप सबको शुभकामनाएं हैं। बहुत-बहुत धन्‍यवाद।

          On the intervening night of 02/03 September 2015 Lance Naik Mohan Nath Goswami was part of an ambush in Haphruda forest at Kupwara district of Jammu & Kashmir. At about 2015hrs, there was a fierce encounter with four terrorists wherein two of his comrades were injured and pinned down. Lance Naik Mohan along with his buddy dashed forward to rescue their injured colleagues, knowing well the risks to their own lives. He first assisted in eliminating one terrorist. Sensing grave danger to three of his wounded colleagues, Lance Naik Mohan with utter disregard to his own personal safety, charged at the remaining terrorists drawing intense fire from them. He was hit in the thigh. Unmindful, he closed in and eliminated one terrorist, injured another and was again shot in the abdomen. Undeterred by his injuries, he hurled himself on the last terrorist and killed him at point blank range before succumbing to his wounds. Lance Naik Mohan not only killed two terrorists, but also assisted in neutralizing the other two and save the lives of three of his wounded colleagues.

 

          Thus, Lance Naik Mohan Nath Goswami exhibited most conspicuous gallantry in personally eliminating two terrorists and assisting in evacuation of his wounded colleagues and made supreme sacrifice in the highest traditions of the Indian Army. Lance Naik Mohan Nath Goswami is awarded “ASHOK CHAKRA (POSTHUMOUS)”.

          Subedar Mahendra Singh was a veteran of numerous firefights, where, time and again his inspiring leadership, resilience and courage resulted in outstanding successes. He had been awarded Sena Medal on the Line of Control for exemplary courage and initiative wherein he shot dead a Pakistan Regular Army in 2013.

          On 02 Sep 2015 at 2015 hours, contact was established with terrorists in Darel forest at Kupwara district of Jammu and Kashmir resulting in multiple splinter injuries to two comrades. Displaying exemplary leadership, the JCO moved with Lance Naik Mohan Nath Goswami to evacuate his comrades, drawing heavy fire in the process. Sensing the danger to his men, Subedar Mahendra immediately returned fire and displaying raw aggression charged and eliminated one terrorist at close quarters. His audaciousness startled the other terrorist who opened indiscriminate fire at him. Undeterred, he closed in with the terrorists when one terrorist rushed out firing and grievously wounded Subedar Mahendra in the abdomen. Despite his injury which paralysed him below the waist, he shot dead the terrorist at point blank range. Heedless of the threat posed by the terrorist fire and his incapacitating wound, he, in order to prevent any further casualties, forbade all attempts to evacuate him and endured tremendous pain to extricate himself.

          For his exemplary leadership, selflessness and courage beyond compare while eliminating two foreign terrorists and assisting in casualty evacuation despite being paralysed below the waist, Subedar Mahendra Singh, Sena Medal is awarded “KIRTI CHAKRA”.

SEPOY JAGDISH CHAND

          Sepoy Jagdish Chand was posted with 546 Defence Service Platoon attached with 18 Wing Air Force.  On the night 01/02 Jan 2016 at 0330 hr while the individual was working on bonafide military duty at Defence Service Corps lines, five to six heavily armed terrorists entered the lines and opened indiscriminate fire on the troops working in the said location.  The heavy firing resulted in two of his colleagues being fatally wounded.  Showing presence of mind and conspicuous bravery Sepoy Jagdish Chand unmindful of his own safety ran after the closest terrorist, chased and overpowered him.  Sepoy Jagdish Chand snatched the terrorist’s weapon to shoot him dead.  In the process two more terrorists in vicinity opened fire on SepoyJagdish Chand killing him on the spot.

          The great presence of mind, unmatched bravery and valour by Sepoy Jagdish Chand minimized further loss of lives and gave time for the quick reaction teams in the vicinity to react.  Sepoy Jagdish Chand’s actions was also a setback to the terrorists.  For his unparalled act of bravery Sepoy Jagdish Chand is awarded ‘KIRTI CHAKRA (POSTHUMOUS)’.


 

 

COLONEL SANTOSH YASHWANT MAHADIK, SENA MEDAL

                    Colonel Santosh Yashwant Mahadik, SM, a dynamic officer from the Parachute Regiment (Special Forces) was commanding 41 Rashtriya Rifles from July 2014. Col Santosh with his inspirational leadership and humane skills and altered the narrative of kupwara town through successful OP SADBHAVANA initiatives in education, sports and health care.

 

          Colonel Santosh was leading a search operation based on specific input about the likely presence of terrorists in general area Manigah Forest of Kupwara district of Jammu and Kashmir on 17 November 2015. At about 1215 hours, he received an input about the likely movement of terrorists in the forested area near Kashmiri Manigah. Always having led from the front, Colonel Santosh alongwith his Quick Reaction Team (QRT) expeditiously moved to the suspected site. As the team was deploying, they came under heavy and effective fire of terrorists hiding in the forest. Pinned down by the terrorists fire in the open, he immediately maneuvered to outflank the terrorists and engaged them from an advantageous position. Undeterred by the heavy volume of terrorists fire and with utter disregard to personal safety, Colonel Santosh provided his troops an opportunity to take cover. In the fire fight however, he suffered multiple gunshot wounds. Unmindful of his grievous injuries, Colonel Santosh kept the terrorists pinned down till he was evacuated. He later succumbed to his injuries and attained martyrdom.

 

          Colonel Santosh Y Mahadik made the supreme sacrifice in keeping with the highest traditions of the Indian Army while ensuring safety of the troops he commanded and personally led from the forefront.

 

          For this act of exemplary leadership, exceptional gallantry and utmost dedication to duty even at the peril of his own life, Colonel Santosh Yashwant Mahadik is awarded “Shaurya Chakra (POSTHUMOUS)


 

MAJOR PRAPHUL KUMAR BHARDWAJ

          Major Praphul Kumar Bhardwaj launched a special operation in Awankhu village in Phek district of Nagaland, 120 km from the closest existing Assam Rifles post on the night of 13 July 15. Negotiating thick forests and treacherous slopes in extreme and inclement weather, Major Praphul’s party reached the target at 2300 hours, 15 July 15.

 

          At 2345 hours, on observing some movement around a hut, Major Praphul along with a buddy pair closed in to ascertain the movement upon which they drew heavy volume of fire. Sensing danger to his party, in absence of any cover and accurate incoming fire, Major Praphul charged onto the hut and neutralized one terrorist at point blank range. During this action, he sustained Gun Shot Wound in his right elbow as also his weapon was hit by a bullet, thereby jamming it. Despite profusely bleeding, with his weapon now non functional and his party pinned down, Major Praphul, utterly disregarding his personal safety, crawled and lobbed two grenades in the hut and neutralized the second terrorist.

 

          For this conspicuous act of gallantry and acting beyond the call of duty, Major Praphul Kumar Bhardwaj is awarded “SHAURYA CHAKRA”.

 


 

MAJOR ANURAG KUMAR

          Major Anurag Kumar was leading a helicopter inserted 9 PARA (Special Forces) Team in Search and Destroy Operations in Lidder Panzal at Baramulla district of Jammu and Kashmir on 26/27 August 2015.

 

          Post insertion, Major Anurag led his squads to the location where terrorists were last seen and organized the search. At 1400 hours on 26 August 2015, the officer observed suspicious movement behind boulders and deployed his squads before shouting a challenge which drew indiscriminate terrorist fire.  Realising grave threat to his men from the ricocheting bullets, the officer risked his safety and under covering fire of Havildar Virender Singh and Naik Javid Ahmad Chopan closed in with and eliminated one terrorist.  Major Anurag then established a cordon to cut off escape of remaining terrorists.  At 1100 hours on 27 August 2015 one terrorist attempting to break cordon rushed out firing indiscriminately.  Unmindful of the heavy fire and displaying immense courage Major Anurag engaged and shot dead the terrorist at close quarters.  He further engaged one trappedterrorist in a conversation thereby assisting Naik Chopan in his apprehension.

 

          For his exceptional tactical acumen, selflessness, inspiring leadership and courage beyond compare while eliminating two foreign terrorists and assisting in the apprehension of the third terrorist, Major Anurag Kumar is awarded “SHAURYA CHAKRA”.


MAJOR SANDIP YADAV

          Major Sandip has been operating in Pulwama since Jul 2013 and his flair for generating intelligence and conduct of operations is exemplary.

 

          On 10 August, information was received about presence of terrorists in village Ratanpur at Pulwama district of Jammu and Kashmir. Major Sandip while moving cross country noticed a suspicious movement in a paddy field. The two terrorists immediately opened indiscriminate fire at the officer. Major Sandip stood his ground and retaliated the fire which pinned down the terrorists. Undeterred by heavy fire and showing exceptional presence of mind, the officer redeployed his team which prevented the escape of terrorists.  

 

          On 11 August, after a grueling eighteen hours of firefight, Major Sandip decided to crawl close to the terrorists in an open area without any cover.   As he was doing so, he came under heavy fire. Unmindful of the grave danger and showing raw courage under heavy fire with utter disregard to personal safety, he crawled close and eliminated both the terrorists.  The bold action ensured elimination of two Lashker tanzeem terrorists as well as no collateral damage.

 

          For displaying exemplary leadership, fearlessness in face of intense firing, gallantry and courage beyond the call of duty, Major Sandip Yadav is awarded “SHAURYA CHAKRA”.

 

 


 

LIEUTENANT HARJINDER SINGH

                   On 05 June 2015, Lieutenant Harjinder Singh was the Commander of an Ambush Point in Jammu and Kashmir. At 2230 hours, a group of three terrorists was spotted. Lieutenant Harjinder Singh continuously tracked the move of terrorists and immediately assessed the situation and brought down effective fire and engaged the infiltrators. The effective fire forced the terrorists to move along the Anti Infiltration Obstacle System to a higher ground . The terrorists split into two groups to divert attention and escape.  At 0500 hours the officer moved to engage the terrorists. Displaying exemplary courage, he accurately fired the Multi Grenade Launcher and neutralized the first terrorist. In the mean time the second terrorist opened with automatic fire. Undeterred by the terrorist fire, the officer closed in with the terrorist and neutralized him at close quarters. Despite grave danger to him, the officer continuously maintained contact with the terrorists and eliminated them in a surgical manner.

 

          For this act of conspicuous bravery under strenuous operational conditions and exhibition of raw courage and fortitude, Lieutenant Harjinder Singh is awarded “SHAURYA CHAKRA”.

 

           

 

NAIK SATISH KUMAR

Naik Satish Kumar was serving with 21 Rashtriya Rifles since 07 April 2015.

 

          On 04 December 2015, he was commanding a small team as part of search and destroyed operation in Boban Wastar Forest. Observing speed and stealth, he led his small team to the likely target area, searching the forest cautiously and deliberately. At 1305 hours, Naik Anil was suddenly fired upon by terrorists injuring him. Realising Naik Anil being hit, Nk Satish Kumar crawled ahead to a fallen tree, engaged and eliminated one terrorist at close range. He then provided Nk Anil first aid and ensured his timely evacuation. Simultaneously, the second hidden terrorist opened fire injuring him on his right leg. Unmindful of his injury, Nk Satish engaged this terrorist and despite profuse bleeding closed in, lobbing two hand grenade towards the terrorist who was still firing and killed him. However, during his assault towards the terrorist he suffered another gunshot wound and attained martyrdom.

 

          For displaying extraordinary courage, commitment beyond call of duty in eliminating two hardcore terrorists and making the ultimate sacrifice, Naik Satish Kumar is awarded “SHAURYA CHAKRA” (POSTHUMOUS).

 

 

NAIK KHEEM SINGH MEHRA

            On night 08 August 2015, three terrorists attempted infiltration in area Lara along Jumagund Nar on Line of Control at Jammu and Kashmir. Naik Kheem Singh Mehra was deployed as a part of ambush to prevent their escape.

 

          At 0530 hours, the terrorist group was spotted by Naik Kheem Singh moving in the jungle across Jumagund Nar towards Line of Control. Displaying tenacity, grit and total audacity, Naik Kheem Singh advanced across the Nala, climbed on opposite spur and engaged the terrorists at close range killing one terrorist on the spot and preventing their escape.

 

          Heavy exchange of fire commenced between terrorists, Naik Kheem Singh and balance of ambush party. Taking cover of boulder and trees, the terrorists maneuvered to flank the main ambush party. Sensing imminent danger to own party, Naik Kheem Singh with utter disregard to personal safety, broke cover and charged the terrorists killing another terrorist in close quarter fire fight.

 

          Naik Kheem Singh Mehra displayed raw courage, audacity in face of grave personal danger and an indomitable fighting spirit. For this act of fortitude and selfless bravery in which the NCO prevented harm to own troops and killed two foreign terrorists, Naik Kheem Singh Mehra is awarded “Shaurya Chakra”.


 

SEPOY DHARMA RAM

On 25 May 2015 Sepoy Dharma Ram was part of a patrol launched by Major Kobitirha Sanyal towards village Kanjikul at Kulgam district of Jammu and Kashmir. At 1300 hours the patrol came under sudden heavy volume of fire from a nearby house. Sepoy Dharma Ram exhibited exemplary presence of mind to warn his team of the direction of fire and encountered the terrorist fearlessly in a direct firefight. He selflessly put himself in the face of terrorist fire and fought with nerves of steel to prevent any team member from getting injured.

 

During the firefight the individual sustained two bullet wounds on his back and thigh. Unmindful and undeterred from the grave injury and although bleeding profusely the individual exhibited exemplary field craft to crawl to an appropriate position from where he brought accurate fire on the terrorist and injured him gravely. The terrorist was thus neutralized and identified as Lashkar-e-Toiba District Commander.

 

Sepoy Dharma Ram made supreme sacrifice of his life in true traditions of the Indian Army. For this act of courage beyond the call of duty, dogged determination and conspicuous gallantry Sepoy Dharma Ram is awarded “SHAURYA CHAKRA” (POSHTHUMOUS).

PM unveils plaque for foundation stone of campus for IIIT Guwahati; addresses students of IIT, NIT and central universities of North-East

The Prime Minister, Shri Narendra Modi, today unveiled the plaque for the foundation stone of the campus for IIIT Guwahati. In his address on the occasion to students of IIT, NIT and central universities of the North-east, the Prime Minister said the 21st century is the century of knowledge. He said in history, whenever knowledge has been the driving force of the world, India has provided leadership. He added that today India is demographically the youngest country in the world, with young dreams full of energy. He said it is now both a challenge and an opportunity for India, to once again play a leading role in the world.

The Prime Minister said today, most global economic surveys say India is the fastest growing major economy. He said the Union Government has focused on youth with a well thought-out series of initiatives. He mentioned the Government’s efforts towards skill development, the Make in India initiative, and the Start-up movement.

The Prime Minister especially mentioned electronics and defence equipment manufacturing as priority areas.

Curtain Raiser – Republic Day 2016

The Nation’s military prowess and achievements in different fields, state-of- the-art defence platforms, its diverse cultural and social traditions, and the government’s emphasis on self-reliance and indigenisation will be showcased before the public at the historic Rajpath when the country celebrates its 67th Republic Day tomorrow.

The highlights of this year’s Parade will be, for the first time in the history of Republic Day Parade, a 76-member French Army contingent led by a French military band consisting of 48 musicians marching on Rajpath and presenting a ceremonial salute to the President of India. The French Army contingent is led by Lt Col Paul Bury.

After a gap of 26 years, an Army dog squad drawn from the Remount Veterinary Corps (RVC) will also take part, along with their handlers. This will definitely add a special charm to the occasion.

Sticking to the 66 year tradition of the Republic Day Celebration, the colourful BSF Camel Regiment consisting of 56 camels led by Deputy Commandant Kuldeep J Choudhary will take part. For the first time the parade will also see an Ex-Servicemen Tableau, where Army veterans with their eye-catching float will pass the saluting dais, wherein pioneering role of Ex-Servicemen in nation building will be displayed.

The Indian Army’s missile firing capability T-90 ‘Bhishma’ tank, Infantry Combat Vehicle BMP II (Sarath), Mobile Autonomous Launcher of the BrahMos Missile System, Akash Weapon System, Smerch Launcher Vehicles and Integrated Communication Electronic Warfare System (ICEWS) will be the main draw in the mechanised columns.

An Indian Air Force Tableau will roll down the Rajpath with the theme ‘Humanitarian Assistance and Disaster Relief Operations by IAF: In Service of the Nation and Beyond’. The Tableau showcases the IAF’s role in Uttarakhand, Jammu and Kashmir, Yemen and Nepal rescue and relief operations, by displaying models of C-17 Globemaster, C-130 Hercules and MI-17V5 aircraft. 

This year the Indian Navy’s Tableau will have the theme ‘Empowering India through Maritime security and Indigenisation.’ The Tableau displays flight deck operations on the new aircraft carrier ‘Vikrant’ under construction at the Kochi Shipyard Ltd and the indigenously constructed submarine ‘Kalvari’ by Mazagaon Dock Ltd, Mumbai, having a ‘Made in India’ tag on them.

The parade ceremony will commence at the Amar Jawan Jyoti at India Gate where the Prime Minister Shri Narendra Modi will lead the nation in paying homage to the martyrs by laying a wreath. An eternal flame burns at the Amar Jawan Jyoti to commemorate the indomitable courage of our Armed Forces personnel who have made the supreme sacrifice in the service of the motherland. The Amar Jawan, the immortal soldier, is symbolised by a reversed rifle standing on its barrel and crested by a soldier’s helmet. 

As per tradition, after unfurling of the National Flag, the National Anthem will be played with a 21 gun salute. The parade will then commence and the President will take the salute. This year’s Chief Guest in the parade will be His Excellency Mr. Francois Hollande, the President of the Republic of France. The parade will be commanded by Lt. General Rajan Ravindran, General Officer Commanding, Delhi Area. Major General Rajesh Sahai, Chief of Staff, Headquarters Delhi Area will be the parade Second-in-Command. 

Param Vir Chakra winners Subedar Major & Honorary Captain Bana Singh (Retd), Subedar Yogendra Singh Yadav, 18 Grenadiers and Naib/Subedar Sanjay Kumar, 13 JAK Rifles and Ashok Chakra winners Major General Cyrus A Pithawalla (Retd), Subedar Major (Honorary Captain) Sunder Singh (Retd), Major D Sreeram Kumar, Instructor, Indian Military Academy, Dehradun, Lieutenant Colonel Jas Ram Singh (Retd), Honorary Naib Subedar Chhering Mutup (Retd), Shri Hukum Singh and Shri Govind Singh both from district of Chhatarpur, Madhya Pradesh and Shri Bhure Lal of District Guna also from Madhya Pradesh will follow the Deputy Parade Commander on Jeeps. 

            The marching contingents of Army will include horse-mounted columns of the 61st Cavalry, the Parachute Regiment, the Corps of Signals, the Rajput Regiment, the Garhwal Rifles, the Assam Regiment, 11 Gorkha Rifles and Remount Veterinary Corps Dog Squad.

The marching contingent of Navy comprising 144 young sailors will be led by Lieutenant Commander Anil Raina, while the Indian Air Force contingent comprising 144 men will be led by Flt Lt Ashish Mann. The Paramilitary and other auxiliary civil forces will include contingents from the Border Security Force, Assam Rifles, Indian Coast Guard, an all women contingent of Central Reserve Police Force, Railway Protection Force, Delhi Police, National Cadet Corps and National Service Scheme.

Tableaux from 17 States and 06 Central Ministries and Departments will present the varied historical, architectural and cultural heritage of the country. They will also showcase country’s progress in different fields, particularly floats from Goa, Gujarat, Odisha, West Bengal and Assam with their varied themes, which will be of special attraction. Similarly floats of Ministry of Communication and IT based on ‘Digital India’, the Ministry of Panchayat Raj float on ‘Empowered Women and empowered Panchayat Raj and Society’ and float of the Ministry of Drinking Water and Sanitation on ‘Swachh Bharat Mission’ will showcase the rapid development of some of the flagship programmes of the Government.

Twenty three of the Twenty five children selected for the National Bravery Award–2015 will also participate in the parade. Two children have got the award posthumously. In the children’s pageant section, about 500 boys and girls drawn from five schools in Delhi and a group of school children from South Central Zone Cultural Centre will perform colourful dances on Rajpath. ‘Dare Devils’- the motorcycle display team of Corps of Signals will be a major attraction of the parade. They will perform different stunts like ‘Salute to President’, ‘Signal Rocket’, ‘Signal Fighter’, ‘Abhimanyu’, ‘Shradhanjali’, ‘Commando’, ‘Lotus formation’, and ‘Human Pyramid’, etc. on moving motor cycles. 

The grand finale of the parade will be a spectacular flypast by the IAF. The flypast will commence with the ‘Chakra’ formation, comprising three Mi-35 helicopters in ‘Vic’ formation, followed by the ‘Hercules’ formation comprising three C-130J Super Hercules aircraft in ‘Vic’ formation. Trailing them will be the ‘Globe formation’ comprising one C-17 Globemaster flanked by two Su-30s. Next in line will be the fighters, where five Jaguars will fly in Arrowhead formation, another five MiG-29 Air Superiority Fighters called the ‘Tridents’ will fly in Fulcrum style. Then the breath-taking ‘Trishul’ formation comprising three Su-30 MKI of No. 24 Squadron would fly over the Rajpath, and once in front of the saluting dais, the Su-30 MKI aircraft will split upwards, making a Trishul in the sky. The flypast will conclude with another Su-30 MKI carrying out a ‘Vertical Charlie’ manoeuvre over the saluting dais.

The ceremony will culminate with the National Anthem and release of balloons.

The four day long Matdaata Mahotsav organized by Election Commission of India on the theme, “No Voter to be left behind” concluded in New Delhi, yesterday. Speaking at the Closing function, Chief Election Commissioner, Dr. Nasim Zaidi appreciated the efforts of all participants from various states, partner agencies and other EMBs for making the event a success. He also appreciated the efforts of State Icons from various states present there for their immense contribution towards greater participation of voters. 26 State Icons including Cheteshwara Pujara (eminent cricketer), Sharda Sinha, Malini Awasthi, Vicky Chauhan, Mamta Chandrakar (renowned folk singers), Gopinath Muthukad (famous magician), Apurvi Chandela and Rajat Chauhan (renowned archers), Dhavnit Thakre (RJ), Ankita Raina (Renowned tennis player), Dipa Karmakar (Gymnast), Saba Anjum (Hockey player), Vijay Sharma (Master Chef finalist), Meghna Malik (TV artist), Rajeev Verma (Senior TV artist), Santosh Yadav (Mountaineer) etc. from various parts of the country were felicitated by the Chief Election Commissioner. Among the participating states, Delhi was voted as the best stall and was awarded for the same.

The event focused at involving voters and citizens from all walks of life specifically women, youth, defence personnel, non-resident Indians, persons with disabilities, and those from marginalised sections for enhanced sense of inclusion, greater awareness about the electoral process and strengthening SVEEP (Systematic Voters’ Education & Electoral Participation) programme.

The voters’ fest hosted national exhibition displaying the good practices on various aspects of election management and also described the process of elections through interactive models, presentations and exhibits from different parts of the country. There were information and facilitation centres, mock polling station and a range of interactive activities. Multitude of activities like debates and discussions, music and dance, street plays and games, quizzes and contests during the event aimed at keeping up the spirit of festivity.

Few EMBs from other countries like Maldives, Nepal, Moldova, Bangladesh, Kyrgyzstan, Fiji and Australia also shared the best practices of their countries. It was for the first time that these countries had participated in such an exhibition.

Besides, the exhibitions provided a glimpse into best practices in various dimensions of election management- electoral roll, IT and technology, security, mobilisation of personnel and resources, voters’ education, election material, expenditure monitoring and many more innovations by States/ UTs in India through interactive models, three dimensional structures, digital presentations, display of publications and election material, mock set-ups, activities and role-play, graphics and films.

This festival was organized with the support from partner CSOs, NGOs, Ministries and Departments, Radio, TV and Print Media partners along with the support from National Literacy Mission Authority (NLMA), Border Security Force (BSF) etc.

The Matdaata Mahotsav was attended by several thousand visitors every day. The Commission plans to organize such events in future at both National and state levels.

PM addresses India-France Business Summit in Chandigarh. 16 Agreements exchanged

The Prime Minister, Shri Narendra Modi, addressed the India-France Business Summit in Chandigarh today.

The Prime Minister appreciated France for the manner in which it coordinated the CoP 21 negotiations. He recalled that President Hollande had spoken to him over phone and had shared the outline of the proposed agreement, shortly before it was announced.

The Prime Minister recalled the deadly terror attack in Paris a few days before the CoP-21 meeting, and said France has shown the way to combat terrorism without deviating from its core principles. He said India will stand shoulder to shoulder with France in the fight against terrorism.

The Prime Minister spoke at length about the complementarities between India and France, and said both countries are in fact made for each other. Speaking about the security and defence sector, the Prime Minister said Indian talent and French manufacturing capability can together make the world a more secure place. In this context, he mentioned cyber-security as well.

The Prime Minister said French companies are well invested in India. He asserted that retrospective tax was a thing of the past, and a closed chapter. He mentioned the initiatives of Mission Innovation, involving India, US and France, and the International Solar Alliance.

Twenty Five Brave Hearts Bag National Bravery Awards -2015
Twenty five children – 3 girls and 22 boys – have been selected for the National Bravery Awards 2015. Two of the Awards have been given posthumously.

The coveted Bharat Award has been conferred on 15 year old Late Master Gaurav Kawduji Sahastrabuddhe of Maharashtra, who sacrificed his life in an attempt to save four of his friends.

The prestigious Geeta Chopra Award has been conferred on 8 year old Km. Shivampet Ruchitha of Telangana who displayed exemplary valour in saving two precious lives when a train hit her school bus.

The Sanjay Chopra Award has been given to 16 year old Master Arjun Singh of Uttarakhand who displayed outstanding bravery in fighting a tiger to save his mother.

Master Ramdinthara (15 years) of Mizoram, Master Rakeshbhai Shanabhai Patel (13 years) of Gujarat and Master Aromal S.M. (12 years) of Kerala have been given the Bapu Gaidhani Awards. Master Ramdinthara saved two persons from electrocution. Master Rakeshbhai saved a boy who accidentally fell into a deep well. Master Aromal saved two ladies from drowning.

The other recipients are Master Kashish Dhanani (Gujarat), Master Maurice Yengkhom and Master Chongtham Kuber Meitei (both from Manipur), Km. Angelica Tynsong (Meghalaya), Master Sai Krishna Akhil Kilambi (Telangana), Km. Joena Chakraborty and Master Sarwanand Saha (both from Chhattisgarh), Master Dishant Mehndiratta (Haryana), Master Beedhovan, Master Nithin Philip Mathew, Master Abhijith K.V., Master Anandu Dileep and Master Muhammad Shamnad (all from Kerala), Master Mohit Mahendra Dalvi, Master Nilesh Revaram Bhil, Master Vaibhav Ramesh Ghangare (all from Maharashtra), Master Abinash Mishra (Odisha), Master Bhimsen alias Sonu and Late Master Shivansh Singh (both from Uttar Pradesh).

The selection was made by a high powered committee comprising representatives of various Ministries/Departments, non-governmental organisations as well as Office Bearers of Indian Council for Child Welfare (ICCW).

The children will receive their Awards from the Prime Minister Narendra Modi on 24 January, 2016 prior to Republic Day and thereafter will participate in the parade.

The President Pranab Mukherjee and several other dignitaries will host receptions in their honour. Several States too organize functions to honour them at the State level.

The National Bravery Award Scheme was initiated by the ICCW to give due recognition to the children who distinguish themselves by performing outstanding deeds of bravery and meritorious service and to inspire other children to emulate their example.

It was in 1957 that two children – a boy and a girl – were first rewarded for their presence of mind and courage. Since then ICCW decided to confer national awards on children every year.

In 1987-88 ICCW instituted the Bharat Award for an exceptionally outstanding, meritorious and gallant deed. The other special awards include the Geeta Chopra and Sanjay Chopra awards (instituted by ICCW in 1978) and the Bapu Gaidhani Awards (instituted in 1988-89).

The awardees receive a medal, certificate and cash.

Eligible awardees will be granted financial assistance until they complete their schooling. Some State Governments also provide financial assistance to them. In addition, ICCW provides financial assistance under its Indira Gandhi Scholarship Scheme to those undertaking professional courses such as engineering and medicine. For the others, this assistance is provided till they complete their graduation. The Government of India has reserved some seats for the awardees in medical and engineering colleges and polytechnics.

Since the inception of the scheme in 1957, the ICCW has given awards to 920 brave children - 656 boys and 264 girls.

Shri Manohar Parrikar, Union Minister of Defence will release a set of first five illustrated books for children, under Veergatha Series in English and Hindi each on 25 January 2016 in New Delhi. Smt. Smriti Zubin Irani, Union Minister of Human Resource Development will preside over the function. General Dalbir Singh (PVSM, UYSM, AVSM, VSM, ADC), the Chief of Army Staff will also be present on the occasion.

The new series of illustrated books for children, under Veergatha Series is being launched by the National Book Trust, India, an apex body of the Ministry of Human Resource Development, as part of the Republic Day celebrations.

The five books being released on the occasion illustrate the saga of bravery of Param Veer Chakra awardees including Major Somnath Sharma (1947 war), Major Shaitan Singh (1962 war), CQMH Abdul Hamid (1965 war), Second Lieutenant Arun Khetarpal (1971 war) and Captain Manoj Kumar Pandey (1999 Kargil war). The books have been developed with the support of the Ministry of Defence and the Ministry of Human Resource Development. All the five scripts have been prepared by Gaurav Sawant and illustrated by Fajruddin, Dheeraj Bhatia, Animesh Debnath, Nipen Bhuyan and Samudra Kajal Saikia.

Veergatha series seeks to introduce the great acts of bravery of the Param Veer Chakra awardees to instil a sense of inspiration and patriotism in children at an early age. The Param Veer Chakra (PVC) is the highest gallantry award for officers and other enlisted personnel of all military branches of India for the highest degree of valour in the presence of the enemy.

History has been created when Light Combat Aircraft (LCA) Tejas, indigenously designed and developed by Defence Research and Development Organisation (DRDO), touched the foreign soil at Sakhir Airbase, Bahrain. For the first time LCA Tejas flown in foreign airspace to participate in the Bahrain International Airshow-2016 during 21 to 23 January 2016.

In addition to Tejas, DRDO is also showcasing other indigenously developed defence systems to display the nation’s prowess in the area of advanced defence technologies with the aim of exploring the potential for export of defence systems and equipment.

The Prime Minister, Shri Narendra Modi, today presented certificates to innovative officers of the Indian Army. The certificates were presented to the officers for unique innovations done by these officers, in areas such as communications, counter-terror operations, simulation etc.

The certificates were presented by the Prime Minister, to these innovators during the "At-Home function" at the residence of the Chief of Army Staff, on the occasion of Army Day. The Defence Minister Shri Manohar Parrikar was also present.

The innovators also explained their work to the Prime Minister, in the presence of the Chief of Army Staff.

‘SEEMA DARSHAN’ – An initiative by the Ministry Of Human Resource Development to provide an opportunity for the children to experience the border environment and to foster patriotism and nationalism among the students.
‘Seema Darshan’ is a unique initiative being taken up by the Ministry of Human Resource Development, in which school children are visiting the border areas of our country and present before our soldiers and troops an array of performances showcasing the tradition and culture of our country through traditional songs and dances. Child artists would demonstrate to the jawans how they are preserving and taking forward the cultural legacy of that country for which the armed forces are constantly on the vigil and also protecting and guarding its borders. This kind of programme will not only inspire children but also boost the morale of our soldiers on this Republic Day.

The Ministry of Human Resource Development in collaboration with the Ministry of Defence and the Ministry of Home affairs is organizing ‘Seema Darshan’ programme for students for a period of five days starting from 22nd January 2016.

The main objective of the programme is to provide the students with a first-hand experience of the prevailing security environment in the border areas. The other objectives are to foster patriotism and nationalism among the students and to provide an opportunity for the children to experience the border environment.

As part of this initiative, students of Kendriya Vidyalaya Sangathan and Navodaya Vidyalaya Samiti will be participate in a programme, in which 30 students each would be visiting Akhnoor and Attari Borders. During the visit the students will be taken to the detailed Army Unit in Akhnoor and BSF Unit at Amritsar and visit to the Museum/War Hero Gallery etc. will be arranged for the students.

Only class 11th students from the schools have been included in this group. The group which has left for Akhnoor includes 16 students from Kendriya Vidyalayas (8 boys and 8 girls) and 14 students from Navodaya Vidyalayas (7 boys and 7 girls). Similarly the group that has left for Attari includes same number of students ie 16 from KVs and 14 from NVs with equal number of boys and girls in the team. The students for the groups have been selected from KVs and NVs across all the states of India including Delhi.

The Garuds (Special Forces of the IAF) were formed in 2003 towards providing specific in-house role capabilities to the IAF.

Garuds are specially trained to be a Quick Reaction Force at important IAF bases, protect IAF high value assets, conduct search and rescue during the peace and war, and undertake counter-terrorism tasks and special missions. They are regularly tasked to assist civil authorities for disaster relief operations during calamities. Garuds have been effectively employed in Indian missions in support of the UN and during extrication of Indian national from war zones.

The initial Garuds trained in Commando Courses with the Indian Army, Indian Navy, ITBP, NSG and Special Frontier Force, imbibing best capabilities by their varied exposure. These Garuds were deployed in the Kashmir Valley for direct on-the-job exposure as well. Having built on the experience gained over the last 12 years, Garuds are now trained in-house by the IAF at the Garud Regimental Training Centre. Small batches of Garuds also train for specialist roles with other Services and Para-Military organizations. This special force of the IAF has participated in exercises with foreign special forces and given a good account of their training and capabilities. With their exposure to the best special force capabilities on land, at sea and in air, the Garuds are a valuable force multiplier in all kinds of combat and counter terrorism operations and are always a much- sought asset in difficult situations.

Sri Lankan President visits INS Vikramaditya at Colombo
His Excellency, Maithripala Sirisena, the Hon’ble President of Sri Lanka visited INS Vikramaditya this morning. He was received onboard by Rear Admiral Ranveet Singh, NM, Flag Officer Commanding, Western Fleet and Captain Krishna Swaminathan, Commanding Officer of the ship. His Excellency Shri YK Sinha, High Commissioner of India to Sri Lanka and Vice Admiral Ravindra C Wijegunaratne, WV, RWP & Bar, RSP, VSV, USP, ndc, psn, Commander of the Sri Lanka Navy were also present. On his arrival onboard, the Hon’ble President was presented a 50-menGuard of Honour and was received with the playing of Sri Lanka and Indian national anthems by the Indian Navy band. He was then introduced to the ship’s officers.

This visit is very significant since it marks many firsts. It was not only the first visit of His Excellency, the President of Sri Lanka to a foreign warship after assuming office in January 2015, but also the first Head of State visit to the Indian Navy’s biggest warship and aircraft carrier, INS Vikramaditya. The fact that this visit of the ship to Colombo was the first ever foreign port being visited by the ship after being inducted into the Indian Navy makes the visit of the President onboard even more remarkable.

His Excellency, the President walked around the ship and was shown various aviation facilities onboard. He evinced keen interest in the functioning of the ship and her various aircraft. The President stated that he was very happy and honoured to be the first Head of State to visit the Indian Navy’s Flagship and state-of-the art aircraft carrier. The President signed the Visitors Book on completion of the visit.

India and Sri Lanka share a very cordial multi-dimensional relationship that is both diverse and historic. The Indian Navy and the Sri Lanka Navy also share a deep and multi layered relationship, as also a history of strong bilateral engagement. This visit of the President of Sri Lanka, who is not only the Commander-in-Chief of the Sri Lanka defence forces, but is also the current Defence Minister of Sri Lanka - to INS Vikramaditya is reflection of the strong bonds the two nations and navies have fostered between them over the years.

About 600 boys and girls are taking part in this year’s Republic Day Celebrations with three items from Directorate of Education, Govt. of Delhi and one item from South Central Zone Cultural Centre, Nagpur.

160 students of Shiksha Bharti Public School, Dwarka are presenting the colourful dance of ‘Dharti Dhora Ree’ in which there is a description of uniqueness of Rajasthan and the spirit of bravery. The scholars and historians have always praised the land of Rajasthan and its bravery. Whenever there is an urge on country’s honour, dignity and pride, the brave soldiers of Rajasthan always proved themselves, ready for sacrificing their lives in the name of holy soil of their motherland.

Dalkhai is a famous folk dance of Sambalpur and Baragarh districts of Western Odisha. Dalkhai folk dance is mostly performed by tribal young girls and boys of these districts. The word Dalkhai is addressed to the Goddess ‘Dalkhai’ and through this dance young girls pray to the goddess for a suitable and handsome match for themselves. This dance depicts the culture and tradition of tribal girls. 140 girls of combined schools (Sarvodaya Kanya Vidyalaya (SKV) No. 1 and 3 and Rajkiya Pratibha Vikas Vidyalaya), Gandhi Nagar, Delhi – 31 will present this dance on Rajpath.

The Songi Mukhawate dance of Maharastra is an integral part of the worship of Devi at the time of Chaitra Purnima. This festival is celebrated after the Holi. This dance is performed while holding sticks in their hands. The message of ‘Victory of Good over Evil’ is given through this dance. 155 boys and girls of South Central Zone Cultural Centre, Nagpur will take part in the dance programme.

Over the centuries, the holy Ganga, the elixir of life has nurtured the life in Indian Subcontinent. In this modern era, the sacred Ganga has lost its pristine qualities due to ignorance, greed and industrialisation. 150 boys and girls of Army Public School, Sadar Bazar, Delhi Cantt will present the everlasting sparkle of the National river Ganga through their depiction ‘Nirmal Ganga’.

Prime Minister Releases First Set of 100 Declassified Files Relating to Netaji Subhas Chandra Bose
On the occasion of 119th Birth Anniversary of Netaji Subhas Chandra Bose, the Prime Minister Shri Narendra Modi released the First set of 100 Declassified files relating to Netaji at a function held in the National Archives of India here today. The function was attended Dr. Mahesh Sharma, Minister of State (I/C) for Culture & Tourism, Shri Babul Supriyo, Minister of State for Urban Development & HUPA and the family members of Netaji Subhas Chandra Bose. The Prime Minister also launched the digital version of these files through web portal www.netajipapers.gov.in. The selected papers were displayed in an exhibition which the Prime Minister took keen interest to go through. The Prime Minister interacted with the family members and said that his government’s commitment made on 14 Oct, 2015 was fulfilled today. The family members in turn thanked the Prime Minister for taking the initiative and expressed satisfaction that the files which remained classified for nearly 70 years has now come in the public domain.

These files, papers are also available in the E Kiosks/Flipbook and Tablets for the public to go through till 15 February, 2016 in the exhibition hall of the National Archives of India in Janpath, New Delhi. These papers contain 36 files of Prime Minister’s office, 18 files of Ministry of Home Affairs and 46 files from Ministry of External Affairs covering the period 1956 to 2013. It has fulfilled the long-standing public demand to access these files and will also facilitate scholars to carry out further research on Netaji.

The National Archives of India further plans to release digital copies of 25 declassified files on Netaji in public domain every month. It may be added that in 1997 the National Archives of India had received 990 declassified files pertaining to the Indian National Army (Azad Hind Fauj) from the Ministry of Defence, and in 2012, 1030 files/ items pertaining the Khosla Commission (271 files/ items) and Justice Mukherjee Commission of Inquiry (759 files/ items) from the Ministry of Home Affairs. All these files/ items are already open to the public under the Public Records Rules, 1997.

Lt Gen JFR Jacob passed away in the morning of 13 Jan 2016 due to old age complications at the age of 92 years at Army Research and Referral Hospital, Delhi Cantonment. General Dalbir Singh, the Chief of Army Staff has expressed his deepest condolences towards this great loss. He stated that Lt Gen JFR Jacob was a pillar of Military leadership and personified the best qualities of a soldier and a statesman who will always be remembered as one of the most prominent Leaders in the annals of Indian Military History.

Lt Gen JFR Jacob was born in 1923 at Calcutta. He enlisted in the British Indian Army in 1942. He also served in Northern Iraq, North Africa, Burma and Sumatra. After World War II, Lt Gen Jacob attended and graduated from artillery schools in England and the United States. He returned to India following the partition, and joined the Indian Army. During this period, Lt Gen Jacob composed an Indian Army manual on desert warfare. He was also part of Indo-Pakistan War of 1965 and Indo-Pakistan War of 1971.

Lt Gen Jacob gained prominence when as Major General he served as the Chief of Staff of the Indian Army's Eastern Command that defeated the Pakistan Army in East Pakistan during the 1971 Bangladesh Liberation War. He retired from the Army after 37 years of service in 1978.

Lt Gen Jacob was appointed as Governor of the State of Goa, and later served as Governor of Punjab. He is the author of these books: “Surrender at Dacca: Birth of a Nation” & “An Odyssey in War and Peace: An Autobiography by Lt Gen. J.F.R. Jacob”.

Grant of Presidential Award of Appreciation Certificate to the Officers of the Customs & Central Excise on the eve of Republic Day, 2016

            Every year, the officers of the Customs & Central Excise Department are considered for grant of Presidential Award of Appreciation Certificate for ‘exceptionally meritorious service rendered at the risk of life’ and for Presidential Award of Appreciation Certificate for ‘specially distinguished record of service’ on their achieving and maintaining excellence in the discharge of their duties. These awards are announced on the eve of Republic Day.

 

            This year, 34 officers have been selected for grant of Presidential Award of Appreciation Certificate for ‘Specially Distinguished record of service’.

 

            These officers have been selected on the basis of their exemplary performance in their respective fields of service over the years. The awardees selected this year include the officers working as Principal Commissioners/Commissioners; Additional/Joint Commissioners; Deputy/Assistant Commissioners; Superintendents/Senior Intelligence Officers; Sr. Private Secretary and Inspectors/ Intelligence Officers, who have been consistently committed to the department in various fields.

 

The officers’ performance in various fields includes the prevention of smuggling of contraband and narcotics drugs, detection of tax evasion in customs, central excise and service tax, detection of trade based money laundering, detection of foreign exchange violations and streamlining enforcement procedures etc in the department. Besides, many awardees have shown their brilliance and given laudable performance in other fields as varied as tax policy, revenue mobilization, development of software for automation of Customs, Central Excise and Service tax formations, reducing litigations and dispute resolution, effective defence of cases in the Tribunals and High Courts, capacity building and training, as well as skilful handling of administrative work.

ECI to Organise “Matdaata Mahotsav” from 14th-17th January
Election Commission of India (ECI) is organizing Matdaata Mahotsav from 14th to 17th of January, 2016 at Central park, Connaught Place, New Delhi ahead of the 6thNational Voters’ Day on the 25th of January 2016. The event will be inaugurated by Chief Election Commissioner of India Dr. Nasim Zaidi on 14th January, 2016 at 4 PM. The four-day long gala festivities, from 14th to 17th of January 2016, is being organised at the popular public destination of Central Park in Connaught Place, New Delhi. The event would be focused at involving voters and citizens from all walks of life specifically women, youth, defence personnel, non-resident Indians, persons with disabilities, and those from marginalised sections for enhanced sense of inclusion, greater awareness about the electoral process and strengthening SVEEP (Systematic Voters’ Education & Electoral Participation) programme.

The voters’ fest will host national exhibition displaying the good practices on various aspects of election management and also describe the process of elections through interactive models, presentations and exhibits from different parts of the country. Additionally, there will be information and facilitation centres, mock polling station and a range of interactive activities. Multitude of activities like debates and discussions, music and dance, street plays and games, quizzes and contests during the event aim to keep up the spirit of festivity. Few EMB from other countries will also share the best practices of their countries.

The exhibitions would provide a glimpse into best practices in various dimensions of election management- electoral roll, IT and technology, security, mobilisation of personnel and resources, voters’ education, election material, expenditure monitoring and many more innovations by States/ UTs in India through interactive models, three dimensional structures, digital presentations, display of publications and election material, mock set-ups, activities and role-play, graphics and films. A walk through the complete electoral process from registration to voting will help visitors to experience and understand their duty and right of adult franchise better. Election Commission of India will felicitate the nominated State Icons who have made valuable contribution towards voter education and awareness.

The Mahotsav would encourage ideas and suggestions for greater and qualitative participation in elections while graffiti, music, dance, theatre and poetry will provide a platform for expression and celebration. Games and quizzes will give opportunities to one and all to engage in the frolic. Some off-venue but simultaneous events especially on Army Day and Youth Day, themed on electoral participation, will help reach out to masses in greater and effective ways.

This festival is being organized with the support from partner CSOs, NGOs, Ministries and Departments, Radio, TV and Print Media partners for greater outreach to the people.

Defence Minister Manohar Parrikar has called upon the Director General of National Cadets Corps (DG NCC) Lt Gen A Chakravarty to consider Swachh Bharat Abhiyan as one of the special programme and theme for the year 2016. Speaking on his visit to the NCC Republic Day Camp 2016 at Delhi Cantt, today, he said each team of the NCC formation should choose at least one village or area, not only to keep it clean but also to create awareness of Swachh Bharat Campaign. Commenting that sports has always been a vital ingredient of the NCC curriculum, the Minister complimented the NCC in entering the Limca Book of Records on International Day of Yoga on 21 June 2015 and winning the Jawahar Lal Nehru Hockey Tournament. Wishing the girl cadets slated to scale the Mount Everest in May/June 2016 ‘All the Very Best’, he also remarked that the NCC is doing a great service to the Nation by transforming the ‘Youth of the Nation’.

Shri Parrikar also stated that the initiatives taken by DGNCC to revise the training philosophy and the syllabus to keep pace with current socio-economic demands and aspirations of all stakeholders of the country and youth is a step in the right direction. Shri Parrikar conferred Raksha Mantri Padak and Commendation Cards to NCC Cadets for their exemplary performance and devotion to duty at an impressive Investiture Ceremony on the occasion. This year the RM Padak has been awarded to Senior Under Officer Satabdi Roy of Odisha Directorate. Raksha Mantri Commendation Cards have been awarded to Senior Under Officer Sonika (Punjab, Himachal Pradesh, Haryana & Chandigarh Directorate), Senior Under Officer Milan Khan (West Bengal & Sikkim Directorate) and Senior Cadet Capt SM Shahid (Madhya Pradesh & Chhattisgarh Directorate).

The Minister also visited the Flag Area where he was briefed by the young cadets about their respective States highlighting various social themes.

Corporate India has responded positively to the Government’s call for playing a bigger role in skill development. The challenges and opportunities of skill development in India were discussed elaborately at the National Industry Conclave on Skill held in Mumbai today.

Addressing a press conference at the end of the conclave, Union Urban Development Minister Shri Venkaiah Naidu said that skilling the youth is the biggest challenge in India. He said the number of vocationally trained people in India is only 5.3%, as against 70-90% in countries like Japan, South Korea and Western Europe. Shri Naidu said, in the areas of skill development we have to take care of school dropouts, college dropouts, graduates and post graduates, engineering, vocational skills, agriculture and allied activities, craft and self-help groups.

Shri Naidu informed that six union ministers - Shri Nitin Gadkari, Shri Manohar Parrikar Chaudhary Rao Birender Singh, Shri Dharmendra Pradhan, Shri Rajiv Pratap Rudy and himself held wide ranging discussions with the captains of the industry seeking greater corporate participation in skill development.

The Minister stressed on the importance of imparting right skills for the youth and urged industry leaders to help in establishing at least one skill development centre in each of the districts of India. “Youth are the future of our country, they have aspirations and we have to come together to fulfill their aspirations” he said.

Stating that private sector employment and self-employment are the future avenues for the youth, Shri Naidu asked the industrialists to come forward and adopt ITIs (Industrial Training Institutes) across the country.

Shri Venakaih Naidu informed media persons that almost all the corporate leaders pledged their help in bridging the skill gap. He said the industry requested the government to establish central mechanism of certification of skilled workers. They also demanded establishment of training schools for the trainers, Mr. Naidu added.

Meeting with the industrialists

Earlier in the day Union Minister for Shipping, Road Transport & Highways, Shri Nitin Gadkari said industry participation in skill development could be a win-win partnership . Defence Minister Shri Manohar Parikkar outlined the emerging opportunities in the field of defence utilities and underlined the need for having trained manpower to take up these jobs.

Skill Development Minister Shri Rajiv Pratap Rudy observed that corporates were already doing a lot of work under their Corporate Social Responsibility (CSR) programmes, but most of this was in the field of health and education. “90 per cent of CSR is focused till now on health care and education. If CSR funds can be channelized to skill development, it would be an investment in the country’s future and the industry itself can reap benefits”. Shri Rudy said that the government has prepared an elaborate road map for industry participation in skill development, and there is a great deal of operational flexibility being offered . He also informed that the Government has liberalized the apprenticeship framework in a bid to fast track skill development.

Participating in the morning meeting, the Chief Minister of Maharashtra Shri Devendra Fadnavis announced that all ITIs in Maharashtra will be open for adoption by the industry. He said, already 400 ITIs in the state have been adopted by industries and the result is encouraging. Mr. Fadnavis observed that the skilling should be as per the needs of the industry and not become a mere certification process.

Corporate Skill Excellence Centres

As part of the Skill India Development Mission, launched by Prime Minister Shri Narendra Modi on July 15, 2015, the Ministry of Skill Development & Entrepreneurship has embarked upon a special industry initiative to attract leading corporate to set up co-branded Corporate Skill Excellence Centres in PPP mode. The Government will provide various tax and non-tax incentives for corporates that set up Corporate Skill Excellence Centres as part of their core business or CSR activities. The CSR funds can be routed through National Skill Development Fund with specific outcomes.

             “Ex Sarvatra Prahar” was conducted by the School of Artillery at Devlali on 08 & 11 January 2016, where a plethora of equipment showcasing the Regiment of Artillery was employed and its firepower displayed. The exercise was conducted through a tactical situation requiring an appreciation of the operation and preparation of an Artillery fire plan in support of the operation.

 

          During the exercise the entire range of guns, from the indigenous 120 mm Mortars,  155 mm Soltam, 105 mm Indian Field Gun, 105 mm Light Field Gun, 130 mm Medium Gun to the sophisticated 155 mm FH 77B Bofors and 122 mm Multi Barrel Rocket Launcher GRAD BM 21, demonstrated their destructive power. The ‘Gunners’ demonstrated accuracy, consistency and the overwhelming power of the Artillery by simultaneous engagement of targets with a number of guns.

 

          An array of new generation rocket and missile systems like Pinaka, Smerch and a model of Brahmos missile were also displayed. Surveillance and Target Acquisition equipment like the Unmanned Aerial Vehicles, Surveillance Sensors and Weapon Locating Radars were also showcased during the exercise. These Surveillance and Target Acquisition devices, when used in conjunction with the guns, are capable of enhancing the effect of fire power, thereby acting as Force multipliers.

 

          A special draw was the Combat Free Fall by Special Forces team and Cheetah and Chetak helicopters flown by Army Aviators, which airlifted a 120 mm mortar as part of the exercise for delivering firepower resources to inaccessible areas.

 

          The event was witnessed by officers of Defence Services Staff College, Wellington, Cadets from National Defence Academy (NDA), Young Officers from College of Military Engineering (CME) and Military Institute of Technology, Pune. Lieutenant General J George, Commandant, School of Artillery, interacted with various participants and delegations who attended the event. Apart from this, a large number of school children and NCC cadets also attended the display, which gave them a glimpse of the might of the Indian Army’s arm of Artillery and motivated the young minds.

IAF’s Participation in Republic Day Parade 2016
India would be celebrating its 67th Republic Day on 26 January 2016. As always, the Indian Air Force (IAF) will be an integral part of the Armed Forces’ contingents during the Parade. The IAF’s participation shall consist of the aerial flypast, a marching contingent accompanied by the IAF Band, and a tableau.

The flypast comprises 27 aircraft of the Indian Air Force. Leading the parade would be the traditional ‘Ensign’ formation comprising four Mi-17 V5 helicopters in an inverted ‘Y’ formation. The second and the main phase will be led by ‘Chakra’ formation of three Mi-35 helicopters in ‘Vic’ formation, followed by three C-130J Super Hercules aircraft. This will be followed by the Globe formation comprising one C-17 aircraft along with two Su-30 MKI aircraft. The first fighter formation would comprise five Jaguar aircraft in the shape of an Arrowhead, followed by five MiG-29 upgrade aircraft in similar formation. The Sukhoi formation comprising three Su-30 MKI aircraft will fly in the last phase. The end of the parade will be marked by a single Su-30 MKI aircraft, pulling up vertically in front of the dais and carrying out the signature ‘Vertical Charlie’ rolls.

The Air Force Marching Contingent comprises four officers, including two women officers and 144 airmen. The Air Force contingent will march on the tunes of the Air Force Band.

The Band consists of 72 musicians. Three Drum Majors would play appropriate tunes selected especially for the occasion. While marching past the saluting dais, the band will play the tune ‘Galaxy Riders’.

The theme for the IAF tableau is ’Humanitarian Assistance and Disaster Relief Operations by the Indian Air Force: In Service of the Nation and Beyond’. The design would showcase the IAF’s role in Uttarakhand, Kashmir, Yemen and Nepal rescue and relief operations by displaying models of C-17, C-130 and Mi-17 V5 aircraft. The IAF’s contribution in recent HADR missions has been exemplary and has earned accolades for the Service. Through this theme, IAF would be able to re-affirm its commitment to this crucial role in the service of the Nation, and increasingly, beyond our borders as well.

A two day Seminar on “Capability Development and Indigenisation of Indian Army in a Futuristic Context” has commenced at the Manekshaw Centre, Delhi Cantt, today. The Seminar, being organised by the Indian Army on 11 and 12 January is one of the major initiatives in the run-up to the Army Day this year. Hon’ble Raksha Mantri inaugurated the Seminar. General Dalbir Singh, the Chief of the Army Staff and Lt Gen MMS Rai, Vice Chief of the Army Staff were present along with other senior officers from the MoD, the armed forces, DRDO and the strategic community.

Delivering the inaugural address, Raksha Mantri Shri Manohar Parrikar stressed for calibrating own capability and response due to increased challenges in the prevalent security scenario. He further added that ‘Make in India’ is a mindset and requires complete synergy between all stakeholders. He expressed the hope that seminar would throw up fresh ideas on the stated theme of the seminar.

Speaking on the occasion, the Chief of the Army Staff General Dalbir Singh highlighted the importance of capability development and indigenisation. He said that capability development is an ongoing process which is vital for any organization for its growth. The COAS also added that the success of any army depends on latest technology and its absorption by the user. With regards to the indigenisation, he mentioned that the national focus, today, is towards indigenization in the form of ‘Make in India’ Initiative.

The two day event seeks to carry out comprehensive appraisal of the capability development needs of the Indian Army, current status and future challenges. The discussions will focus on exploring different approaches to meet sustainable capability development keeping indigenisation as the core mantra within.

The Raksha Mantri also inaugurated an exhibition displaying products by defence industries. The industry was represented in large number by senior representatives and project leaders from leading companies in the defence sector.
